IrfanView:

IrfanView is a freeware graphics viewer, which can perform many useful functions to a web developer. It does not perform the image editing functions of Paint Shop Pro, or Photoshop, but instead focuses on quickly viewing, resizing, and converting almost any imaginable graphics file type into any other. Irfanview can be obtained at IrfanView.com.
